The best way could be moving to another machine with a different IP but keeping the machine name, in that case al the agents will locate the ePO server (they resolve through the name instead of through the IP).
If it's not possible to keep the name of the machine you only have to make a fresh install into the new server and after this you wil only have to restore de database on it.
For backup/restore the database you can use dbbak, you will find it under C:\Program Files\McAfee\ePO\3.6.1
Once you have done this you can deploy again the agents for the new epo server

To echo ulyses31 a little bit, please remember that if you are using a new name and IP address that you must re-deploy the CMA for your end points.
