It seems the ATD settings will only show up when your license contains the "Gateway Anti-Malware" flag. Please get in touch with support, we need to look if this is a bug in the product that can be fixed or a license problem that must be solved.
UPDATE: You need the GAM flag in your license in order to use ATD. Your sales rep may be the right contact to talk to as the product works as designed.
