how do you change the setting? Are you using the command line or a EPO client task to change the state?
What is the status of the commandline? Is it recovered or locked down?
I did it from epo client task , system tree>systems>Run client task now>solidcore 6.1.3>sc:enable>run task now.
but when I am in the observe state and turn to enable, it is not in enable mode soon and it takes time,

Ahh, this was the missing link.
You cannot Switch from Obersation mode to enable mode. If you are already in Observation mode means, Solidcore is already "activated", the System is "solidified" and Solidcore is "Enabled". But it is just set to Observation mode.
The "Solidcore Enable Task" is only necessary after Solidcore was installed, there is no whitelist and no license. With this Task anything is done.
You have to run a "End Observation Mode Task". Afterwards Observation mode is disabled and Solidcore is automatically running in Enabled Mode.
