Read the release notes on Patch 3.
It does exactly what it says "exclude new distributed repositories by default". In more detail... When you add a new repository it is disabled by default so you do not have to go through each one and turn it off if you do not want the agents to use it.
It helps for us because we us the "hub" method for LAN traffic. All traffic comes through HQ before going to another branch. Now when we add a new repository we do not have to go disable them for all the ones we already have created.
