When the agents gonna download .DAT to update their databases, they have a random time for download the update. The agents don't update at the same time. You need to check your agents connection with ePO.
What about the second question, when happened to download be incomplete, he's will retry to download again. You can define the minutes that the agent will try to download again in the agent policies.

If you feel you are running into a bandwidth issue enable randomization for the DAT Update task:
1. Navigate to the system tree
2. Click the Assigned Client Tasks tab
3. For the DAT Update task, in the Actions column, click Edit Assignment
4. Click Next
5. Click the Enable Randomization button and randomize over 5 minutes
