McAfee Agent cannot be installed to the Windows folder

I am upgrading all our machines to Agent 4.0 and had a problem with one server. Got the error McAfee Agent cannot be installed to the Windows folder. I found
      https://knowledge.mcafee.com/article/120/615857_f.SAL_Public.html
and tried that and it still gives the same error. Any other suggestions? It does appear to have removed the previous agent so now the server has no agent at all. Just a few orphan files in the common framework folder. It is a windows 2000 sp4.

      Thanks for any help.

This problem has been resolved with patc 1 for MA but as it's not still released you wil have to open a ticket to the McAfee support so they cand send it to you

            From McAfee:

            Workaround
Install McAfee Agent 4.0 from the command prompt using the syntax and switches below:
            framepkg.exe /install=agent /instdir=<target folder name> /datadir=<target folder name> /forceinstall

IMPORTANT: Make sure you do not specify a path under C:\WINNT\

            Example:
            framepkg.exe /install=agent /instdir="C:\Program Files\Network Associates" /datadir="C:\Program Files\McAfee\Mcafee\data" /forceinstall

NOTE: The /forceinstall switch is necessary to ensure that an upgrade from Common Management Agent 3.6.0 migrates the data directory correctly.
