Your best option will be the rogue agents. Where you can setup tasks to deploy the agents on the unmanaged clients.
That would force you to deploy one rogue agent for each subnet where those unmanaged clients connect.
If you have many subnets it can be a pita to keep things under control.

This is the method i have use and it works fine.. i deployed VSE and spyware to OZ (approx 16,000 miles away and 12 hr time difference with no issues and no intervention required).
Sync the OU with the computers you want to deploy VSE to.
You will then see these machines listed in EPO but the agent is blank.
Create a report to list all the machines with a blank agent.
Create an automated task to deploy the agent based on the report created above and run this task every hr.
Create a deployment task to installl VSE.
Hay presto after a few days all the machines had VSE installed with no intervention required.
I've done over 5000 machines this way.
were you able to do this with 3.6.1 as well?
no as in 3.6 you couldnt set an action to base itself on the output of a query
