I would contact Technical Support directly, it's free of charge and you can ask for escalation if at first they can't help.
Of course someone with knowledge may spot this and help.
Sorry, none of us Moderators have much Safe Family knowledge.
From what I read in the Help files you'd need to install the software on your computer to control the various devices.
But that's only an opinion.
As Colleague Ex_Brit mentioned, we do not basically utilize 'Safe Family'. However, I do use 'Parental Control' as part of my McAfee Total Protection. Having Grandchildren I sign in as an 'Administrator' and have blocked certain Social Sites/Pornagraphy/Games/etc.
I also use it to block 'Malicious Sites'/Tracking Cookies. Just thought I would add that. Again, I would follow Ex_Brit's advice and contact Technical Support to obtain more knowledge. As 'Safe Family' is similar to 'Parental Controls', however am uncertain if applying settings are similar.
( I might add that I am utilizing these settings on my personal Computer, not a phone. )

Yes you can do it by following the below steps
1. Open Safe Family
2. Go to Family tab and select 'Switch Profile' and log-in as CHILD or PARENT whomever will be using the device thereafter.
Please note that device should be connected to the Internet for the rules to apply. Check out for a notification that says "Rules applied successfully"

Important Note: Safe Family should have at least two devices during the initial setup where you will create a Family and start adding devices. For a PARENT email address and password for Safe Family account is required while the CHILD account can be switched using the Profile setting.
It is highly recommended that you use a Parent device so that the Child's activity is monitored in real time. Imagine if a child requires an emergency access to a website or App you can authorize from a Parent device.
