If you are using the Agent to deploy VSE then there could be an issue with the Agent. Try reinstalling the Agent or depending on what Agent you are using you can check the task folder: 4.8.X C:\ProgramData\McAfee\Common Framework\Task or 5.0.X C:\ProgramData\McAfee\Common Framework\DB <you will need a program to read .db files>
Or Stop the Agent Service, disable Access Protection, under 4.8 ...\Task\ rename all the *.ini files same holds true for 5.0.X ... restart Agent Service, enable Access Protection and force a policy push.
