Local/Remote Networks with type [TRUSTED] refers to IP address listed in the Trusted Networks policy. This is an older way to specify a list of IPS from HIPS 7.0; HIPS 8 allows you to list multiple IP addresses/ranges, etc. in the Firewall Rule now.
I'm on HIPS version 8. so do I need to Trusted Network and type all my ip ranges or leave it blank?

No, it's not automatically trusted; for HIPS 8 Firewall rules, Trusted Network policy is a leftover HIPS 7 feature that really isn't needed anymore. In the HIPS 8 Firewall Rule, just add IP address/ranges/etc. to the rule; no need to utilize the [TRUSTED] object and Trusted Networks policy.
