Moved provisionally to Encryption: ePO Managed, for better support
Try updating the BIOS. If that does not work, go in to the BIOS, and turn off USB 3.0 support.

I have the same problem with multiple E5450 Models and even a E7450 model.
Latest firmwares. Drive encryption 7.1.3
USB 3.0 on or off
Try switching the computer (in the BIOS) from BIOS (legacy) mode to UEFI mode. Unfortunately, for this to work, the operating system will have to be reinstalled. Recommend you try this on a test machine, to see if it works any better/worse.
In my limited testing, switching to UEFI mode fixed these types of issues.
I also have E7450 model ans face same issue while ago then i take help from Dell Latitude E7540 Manual in which following points are listed after using these points my system runs properly.
- Update the chip-set drivers with latest version.
- Install the latest BIOS revision.
- Download and install the McAfee Endpoint Encryption update.
