You have a rule in your policy that block access to uncategorized IP addresses. With rule engine tracong you already found the rule... now you can either disable the rule which will globally allow access to uncategorized IP addresses or you modify the rules criteria and add a criteria like URL.Destination.IP does not equal 220.127.116.11, so it will only match if you access IP addresses which are different from the one you want to access.
I need to allow access to this single IP only.

MWG does not have an "Allow Traffic" option. MWG basically allows everything that is not explicitly blocked. If access to the IP is blocked there is a rule that is responsible for this behaviour.
You can find that rule and either correct its criteria like I described above or you add another rule on top that calls a "Stop Rule Set" action for this URL.Destination.IP to prevent the block action from being executed. As an alternative you can add an entry to a "Global Allow List", e.g. you place it on the beginning of your policy and call a "Stop Cycle" action which will prevent all other rules from being executed.
