Is the IP address 10.70.24.184, that management server component license is bound to, assigned to any interface on this server? Management server license is valid only when IP address is assigned to one of the server interfaces that is up. If IP is assigned to interface but that interface was down when management server was started, that also causes this but then you'll just need to restart the management server service. So do this:
1) Verify that IP 10.70.24.184 is assigned to server interface and that interface is up.
2) Restart management server service
When i changed IP of Management server is 10.70.26.95 and downloaded file install license again. I already can install license completely without issue.
