I think it would work to block access to that URL except for a particular user using authentication.username. Of course, the SSL Scanner must be in use and you must allow the CONNECT. See Best Practices: Whitelisting/Blacklisting for SSL Traffic
Actually we want only one facebook user to login.

Is your Web Gateway connected to AD / LDAP? What you could do, assuming that Facebook is blocked for all users currently, is build an AD Security Group and then inside the Web Gateway, build a rule that would say for any users in this specific AD group allow access. Unfortunately, I don't have a MWG console in front of me right now, but you may want to reach out to support who could definitely help you with this.
If you have already built this type of setup, I would suggest enabling rule tracing against the user's system and watch to see which rule is preventing access.
