Have you assigned the McAfee Agent policy to the System you wish to enable as a Super Agent?
Take a look at this SNS Journal from June 2014 which suggests some common issues.
Do you have any error messages in your Agent log in C:\ProgramData\McAfee\Common Framework\DB\Agent_<machinename>
