Can you confirm that the Policy has applied to the Server which has not applied the Folder Exclusion by checking in the VirusScan Console.
Right Click On-Access Scanner>Properties>Process Category (Default/Low/High)>Exclusions Tab then click Exclusions Button to list defined Policy.
