i get regular keys how can i change it to personal key.
No, you can't but if you want only a specific user to have access to a key, you could just assign the regular key to that particular user. There would no need to change it to a personal key.
You can change a personal key to a regular key if required.
one more question
what are the difference between them by functionality.... or in other words when should i use regular or personal key?

Imagine you have a HR folder on a network share that you want to be encrypted, and ensure that only a particular set of users have access to it. You create an encryption policy, associate a Regular Key and assign that Regular key to the set of users who need access. Regular keys don't have any special attributes; User Personal Keys can be referenced generically in policies and unique keys are created for users who are assigned User Personal Keys via Grant Key Policy..
