I have All Access installed on my Android tablet and GPS is off and I haven't, as yet anyway, been nagged about it.
Although I tried to reproduce this I couldn't. The only thought I have is that, on your online web account page, is Continuous Tracking turned on?
If so try turning that off and see if it fixes the problem.
