You need to make a rule using the SNMP Agent application to get it to start listening.

I already implemented policy to allow snmp for bot 161 and 162 udp ports.
You must use the SNMP Agent as the application in your rule and set the Source and Destination Zones to the same zone, e.g. set both to internal. This is all detailed starting on page 316 of the Product Guide.

You are saying about application defense only right .
I applied SNMP application defense in Rule which contains source and destination zone as external .
If above said is wrong could you provide me the document to refer.i referred the above detail from "Mcafee enterprise Administration guide ver 18.104.22.168)
At version 7 the Service in the rule should be 'snmpd (SNMP Agent)' and not 'snmp (SNMP Proxy).' If you need help to create this rule you should call in to Support for assistance.
