Several suggestions easy ones first
1. Download and run the McAfee Virtual technician and see if it will fix the issue
note the submission number from the run
2. Open Mcafee security centre and navigation and General settings and alerts and disable access protection.
Try to update again if no good re-enable access protection and retry again.
3. harder way
after you uninstall Mcafee via control panel and the MCPR removal tool run
and then reinstall from your account
You can also then if still not working call support
At least you will have done what they initially would suggest.
Another thing that is possible is either your PC is infected try running some of these free scanners
or have you installed another scanner ie a paid one recently that can mess updates up as well

I have tried to reinstall the software (uninstall > MCPR > Mcpreinstall > install), but afterward once I try to check for update, it will download and install update again, and the "Engine creation date" still go back to 7/15/2014.
Scan for virus/malware finds no problem.
Even on a completely reinstalled PC, this problem still happen. And we have here about 80+ subscriptions of this software, not all of them belong to one internet connection, all have this problem.
So I am quite sure there is something wrong with McAfee's update server.
I have send a email to the technical support, hope they can fix this soon.
I spent over 6 hours yesterday with McAfee technical support with this same issue. After all of that, they said for me to contact Microsoft.
I will alert someone in Support to post here in the thread. It might help them if you both post session ID #'s from your last contact with Technical Support.

@johnnycc is this home/consumer software you are using or Enterprise?
What happens when you try to right click on the red "M" shield in your taskbar and then click on "Check for Updates?
You have done something that shouldn't be done (quite interesting though ) with regards to using your VPN connection. Updates to McAfee are Product specific and will not be released worldwide at a stretch. These Updates will vary for users located in different parts of the world.
The reason why your Update time-stamp changes is due to the fact that Taiwan has a time zone hours ahead of the US.
Now coming to the issue I would suggest to Boot windows in Safe mode with Networking and trigger a manual update. Check to see if the versions are updated to the latest. You might need to scroll down to check the date for all McAfee Components.
