Please click on Volume Control icon at the Taskbar and Select Mixer. Once the Volume mixer window opens up check the application that is Playing the Audio and post back for further instructions.

I have followed your instructions. Unfortunately there is not an application listed that is playing the audio. I Googled "random.commercials playing through my computer speakers," and surprisingly there were a fair number of posts describing the same issue.
As Peacekeeper has stated look at that link Anti-Spyware/Malware & Hijacker Tools and if such tools as AdwCleaner and Malwarebytes Free don't help scroll down to near the end and follow the instructions for posting Hijackthis logs on a specialist forum as it would appear you've got rogue software installed. Those forums are experts at this sort of thing.
Most likely (with respect) you are mistaken when you say you get the commercials when you're not connected to the internet, and you have a browser window open (it may be hidden even) which is looping adverts.
If you're hearing something and you pull the cord, it's still going to play - the browser has downloaded it already.
Sorry for my delay in responding. I was busy creating lesson plans for the new school year.
Here are the actions that I have taken:
1) Uninstalled Bing program and Bing toolbar
2) Downloaded and ran Malwarebytes Anti-Malware. No threats found.
3) Downloaded and ran Adw Cleaner. No threats found.
4) Downloaded and ran Stinger. No threats found.
5) Downloaded and ran Belarc Advisor. All updates current.
Let's keep our fingers crossed that we have resolved this annoying issue. I will keep you posted with updates.

As I looked at your threads ....At first I thought you definitely had something (Going on) by the repetitive duplicate posts. Then I see you replied to others,(3) times to Safeboot. Actually in the future (1) post should suffice. If you feel that all is well, could you please mark this thread appropriately, so as we can consider it Answered?

This was another example of getting that (Banner Warning). I think it occurs when (2) people are posting at the same time, or one of the reasons? For when I went to (Add Reply) it stated that the content could not be found? In other words, you were thinking along the same lines I was.
