how is IBM Filenet Capture related to the proxy in MWG or to the end point? Is this a web service you would like to access?
You only described that you set the proxy in IE, but then the IBM tool is not able to connect - is that a desktop tool?

Yes it is a desktop tool. when we use an old proxy (ISA) there is no problem with login to ibm filenet. but when the ip address proxy we change to MWG on IE Proxy setting, they can not login to their server. then I try to bypass the server ip address for ibm filenet and port 9080 also. still not work.
if we use a old proxy (ISA) to login. there is no issue. i checked the rule, there is no spesific rule on ISA for this filenet.

Have you tried looking at a rule engine trace?
This could be just about anything based on the data provided. Looking for something blocked in the rule engine trace might be a good place to start.

the URL on capture is = http://URL:9080/wsi/FNCEWS40MTOM
i already bypass that url, but still can not go through to those server.

What is the status code logged in the access.log (troubleshooting > log files > user-defined-logs > access.log).
You should also see the status code in the rule trace.
