Is this at system startup? If so open the Security Center, click on Navigation (at top right) then on Firewall, and on Smart Advice and Advanced Settings. there's an option there to prevent internet access during startup : if it's checked, uncheck it.
If you still have the same problem after (or if the box is already unchecked) I'll let one of the others handle this - they're more familiar with the internal settings and how to fix this sort of thing.
Yes, the problem described is mainly at system startup.
The checkbox you described is and was unchecked.
So we have to look something else.

McAfee virtual technician reports again and again this problem:

Date and time are set correctly.

Double-click on the time (bottom right on the screen) to get the Properties. Select the Internet Time tab and manually synchronise with a remote Internet time server.
I don't know if this message is relevant to your problem, but it might be.
I could successfully synchronize with internet time server time.nist.gov
snyc is scheduled on a regular basis
Despite this the virtual technician insists on an error. See screenshot in previous discussion.
The time zone on my PC is set correctly to UTC+1 as I live in Germany.
So: Why is McAfee Virtual technician still saying:

We have a computer on our small network experiencing exactly the same problems, with exactly these versions. Internet access does not work on startup, it often clears itself but can take a while (hour or more). I can ping the local network (but not access an intranet web server) and do nslookup but pinging the internet results in General Failure.
I have tried turning off the firewall and Mcafee shows it as Off but this has not helped
Today I set off a ping /t to see when internet access started working. When it did I tried browsing the internet and it didn't work. Went back to the ping and it wasn't working again. I went to Check for updates. Mcafee reported an update was available so it had connected. It reported a reboot might be required. I ok'ed the update and the Mcafee interface closed. Immediately internet browsing became possible. The Mcafee icon has returned and I can access the Security Center and internet access is now working.

I believe now that I found the clue for my problem (but am not 100% sure).
I turned off the McAfee firewall and activated the Windows firewall.
And now it is fine.
The boot process of Windows is much faster than before and Internet is accessable once Windows is up and running.
I will observe this and hope my conclusion is correct.
@McAfee experts: What does McAfee say to this? Are there any other similar problems reported which refer to the McAfee firewall?
The MVT problem regarding the 'wrong' time still exists (I made a test with the McAfee firewall being turned off) and has to be treated separately. I will open a new discussion just with this problem.
What happens if you have McAfee Firewall on and then go into settings and click "Restore Defaults", try a reboot and see if anything changes ??
I am happy WITHOUT the McAfee-Firewall for the time being.
I will leave as is, as it seems to be stable now. So for me the deactivation of McAfee's firewall and in parallel the activation of the Windows firewall is resolving my problem.
