This happend because, probably you have installed McAfee Anti-Theft iniially (prior to formatting the machine) using one account and after formatting you have used a different account to re-install the Anti-Theft.
Is this the case here?
I can confirm you that I'm using exactly the same McAfee account, so probably the issue is due to other causes.
I'm using the same Windows account and the same McAfee account.

Here the problem is communication between Intel MEI driver and the device is failing. This could happen probably if an incorrect driver got installed in the machine or corruption in the driver. You may download and install the correct driver from the Device manufactor website.
I believe your's is a Lenovo laptop. Please go to the Lenovo website and depends on your device model and the operating system, you should be able to download and install "Intel Management Interface driver" from the website.
This is the URL I got from Lenovo website where you can download the driver based on your device model.
You can download "Intel Management Engine Interface 9.0 " under the chip set driver section and install. Do a reboot then try to do the set up.

I hope you remeber the 8 digit unlock pin, as long as you know the PIN you can unlock the device even if it is locked. So no need of any worry here.
This is a very unique case we are seeing in your device. This requires in depth investigation of the system and the device interaction. I am working closely with Intel and creating a tool to for the detail investigation. I shall be able share the infromation early next week.
