User Security - nDLP Administration

I am looking at segregating user access on the system, to ensure particular rules and information is viewed by the appropriate people. We have managed to create multiple policies and link access back to these, but concepts, templates etc seem to be global.

This effectively means that an operating user can view keywords, and use these to then look up in the capture database. This would mean that I would have to give access to capture to the highest security grade, rather than being able to filter access based on approved keywords etc.

I wanted to know if anyone had a work around for this, or knew of something I am missing.
