Data Loss Prevention Manager fails to start after initial set up

after upgrade to the new version of DLP (9.2.13), I login to the ePO Man

agement Console, select Menu | Data  Protection | DLP Policy,  got a message "reopen the page, if it shows no contents, contact sysadmin".  Do you know what I am missing here?  I'm using ePO 4.5 on wins Server 2008 x64.   I didn't have any problem to open the previous DLP version.  Thanks.  I tried
