Please check for the obvious first for IP port conflicts with the agent after upgrade.
When you say it doesnt start are you talking on start up or at all? If you open windows services are you able to start the services there? If you are then you can view the properties of the remote agent under windows services and under the general tab/startup type the dropdown should say automatic try changing this to automatic "delayed startup" apply/ ok and then restart box and see if it starts up. You can also review the following document if this doesnt resolve your issue.

At server startup de BE service doesn't start.

The service startup setting = 'Automatic"
Delayed startup works but thats not an option for a lot of Servers. BE Agents has to be upgraded sometimes.
McAfee is giving the problem so they have to fix it.

When we had McAfee Agent 4.6 and BackupExec on the same PC there were no issues.
We upgraded McAfee Agent to 4.8 and now when we restart a machine the Backup Exec Service “Backup Exec Remote Agent for Windows Systems” does not start even though it is set to Automatic.
We can manually start the service with no issues.
I will try to explain something in general. To have a conflict, which is seen, you need to see all parties (McAfee Agent and Symantec BE). To fix something, it is needed to see what is broken. I agree, that the issue might be causes by an upgrade of the Agent, but who tells you that the issue is not with Symantec and e.g. an old version of a DLL?
Do you have a ticket open (parallel to the one with McAfee) to get the best analysis? McAfee is not able to investigate a crash of any 3rd party software out in world. If Symantec's application is crashing/or not starting, please contact Symantec for their analysis and feedback on "why this happens". Maybe an upgrade of BE is needed in order to resolve the situation... (maybe).
At least a work around, until you have more from Symantec why the application is not starting, is to set the service to start delayed.
We have now also just discovered that the Exchange Service "Microsoft Exchange Address Book" does not start automatically after a Server restart.
This was never an issue before and the only thing that has changed is the McAfee Agent had been upgraded to 4.8.
We have now raised this as support issue with McAfee.
You could try and see from the Application log on both the servers to see if beremote and MS Exchange Address Book service did try to start and wasn't able to be started. The error recived while starting these services could help to fix the issue (if possible post them here)
For Backup Exec remote agent service, check if port 10000 is open at all times and also, try to exclude C:\ Program Files\ Symantec\ Backup Exec\ Raws\ beremote.exe from Antivirus scanning completely. This is a Symantec recomendation.
Of all the services functions correct before 4.8 it could not be blocked ports or exclusions.
