I have exclusions (process, exclusions) on "On-Access Default Policies" and "On-Access Low Risk Policies"
I also "User-defined rules" to monitor a file "news.html" (report check)
I'm surprised to see a lot threat detected concern "new.html" in an excluded folder
Is this normal although there is exclusions ?
I'd say the exclusions apply only to scans, because Access Protection module is regulated by its own set of registry settings and the scans have their own so no cross-lookups occur :-). That's what I say...

As Attila told you, the On-Access exclusions doesnt apply to Access Protection.
Although, you may set processes to be excluded from your user-defined rule. I don't think there's a way to exclude a folder within the Access Protecion rules, though. You can try to exclude the whole path, for example, C:\Folder\Subfolder\news.html.
