Cluster failover fails on a Windows 2003 SQL cluster because it is unable to mount the Quorum drive

After reviewing KB76135 and seeing that it is a problem with the Quorum drive couldn't I just exclude the quorum drive from scanning and also be able to prevent this from happening? I am wonder about this because the cause i the Kb states:



An analysis of the dump file shows the issue is caused while the disk is being locked by VSE mfehidk. The locked condition is exposed only during a failed Resource Move (cluster failover), which leads to the passive Node being unable to mount the Quorum drives.


So would mfehidk even access the quorum drive if it was excluded?
