The message is a Vista UAC message and means that something needs to run with higher privileges than the current account allows - if what I read in the Vista forums is correct.

As for uninstalling the 3 Java programs you probably need to uninstall each separately from Add/Remove Programs. The Java FX 2.1.1 I haven't seen before so can't be sure if it's linked to the other two.
The latest is Java 7 update 11, you could ditch the Java SE runtime but keep the Java FX 2.1.1 as that comes with the first one, if you plan on keeping Java that is.
Yes, you can uninstall all of them.
When prompted from the User Account Protection, just click "Yes" and proceed.
After uninstalling all those previous versions, reboot the PC.
Then go to Java.com and install the lastest version which as mentioned above is Java 7 Update 11.
