Real time scanner has zero effect on siteadvisor. Is this an upgrade to 11.6 that happened automatically?
There have been many issues with the upgrade path so try uninstalling via
reboot and run
and reinstall from your account
See what happens. Ok also try a scan with malwarebytes and stinger as malware can disable real time scanner module as well.
Before I was using mcAfee Total Protection from Dell. When the licenses expired, I changed to mcAfee Total Protection from mcAfee US since its cheaper than the Dell one.
BTW, Before I post the question in this forum, I had done many times all steps in TS101331, scan with stinger, malwarebytes and superantispyware. But seemed the realtime scanner still can't enabled.
After I post the questions in this forum, I saw the mcAfee Total Protection doing some upgrade. After a couples of times restart, then the realtime scanner is enabled. I run the MVT again and get result :

You had Dells version and installed Mcafee's copy. Did you remove the dell version as per the 1st link above ie windows removal followed by MCPR? That can leave bits of the old version plus that update is causing issues and sometimes a reinstall as i suggested works. try it please from teh AU/Us or Uk server best to get 12.1.
When you had uninstalled and then ran MCPR was it successful or did it state that is couldn't remove some components? If the latter then try the process all over again and run it twice or even three times, rebooting each time.
Also what operating system and service pack are you using and what version of Internet Explorer is installed (McAfee uses it even if you don't) - in other words, are you totally up to date?
This is a really long shot. Look in Control Panel > Programs > Uninstall a Program for Microsoft Visual C++ 2010. If it's there highlight and uninstall. Then download a fresh copy of it here: http://www.microsoft.com/en-us/download/details.aspx?id=29 or if Windows offers to repair it for you do that. See if that helps.
If not then I suggest you contact Technical Support directly. It's free by phone or online chat and for your area it is linked here: http://service.mcafee.com/faq/country.html (See "Asia Pacific (APAC))
I got mcafee technical support. Tier1 Support only suggest to do uninstall/reinstall the mcafee. Tier2 asking to check using chkdsk and sfc /scannow. But seems not solving the problem. Finally I did reinstall my windows, etc.. and then the mcafee realtime scanner is running well even the sfc /scannow still got error result.
This case is closed and Thanks for All
