I have not seen that specific issue with our windows agent installation before but I would check these steps.
First, there is a new 9.1.3 agent version so I would download that and try the installation again.
If that fails, then the issue may be from a MS Visual C++ errror that we occasionally see during agent run time but I have not seen it during installation. Can you check to see if you have this SP installed on those servers. Try to install .Net framework 3.5 or later prior installing the agent
