How do I get to Steam to work with Family Protection again?

I've had family protecetion for the last few months on my son's computer.  Steam worked just fine with it.  Now in the last two or three days when he tries to start Steam he get's a "Could not connect to the Steam Network".  He can can play videos on PBS kids so I know the connection works just fine but when he tries to then start up Steam again he get's the same error message  I logged out entirely (Windows and Family Protection) and logged in as myself and Steam works just fine.
