Is WCF and Evidence Storage required if we are using only Device Control with DLP endpoint 9.2???
The DLP WCF service is required on all versions of DLP until version 9.3 is released. The evidence share is not required if you are not using the "store evidence" action. The whitelist share is required in order to save the policy to the database.

Yes, the WCF service can be installed on any server as long as port 8731 is accessible from any machine trying to access the DLP Policy manager or Monitor. It will also need to be configured to point to the same database as the EPO server.
The whitelist share can exist anywhere as long as the permissions are set according to the installation guide.
