Could you clarify what you mean by "It's not independent from On-box or Off-box quarantine manager." ?
Are you using MQM?
I work with 2 MEG7 in different companies.
- one with own quarantine manager (on-box)
- second with separate quarantine manager - MQM 7 (off-box).
But interesting, both have the same problem.
Is it possible there's a router ACL for firewall of any sort that's blocking the windows intregrated auth that I believe is in use for the release post requests?

I have solved this issue by changing hostname to IP-address of the MEG in the menu "Email | Quarantine Configuration | Quarantine Digest Options"
in the option "Appliance IP address or domain name to use in digest messages".
