Odd Regular expressions

I've got a couple signatures that have some odd regex in it.

 

\x30#F0

and

\x60#E0

 

Through testing I've found that "\x30#F0" will alert with anything between HEX value \x30 and \x3F.  "\x60#E0" will alert with anything between HEX value \x60 and \x7F.

 

So my question is, what are the "#F0" and "#E0" expressions actually telling it to do?
