NDLP does not have the option to interact with files tagged with Host DLP.
A web post protection rule would allow you to block uploads to those sites outside of the NDLP Prevent appliance.
so the NDLP prevent appliance is usefull if a machine is not running any HDLP agent and the user try to upload files to theses sites, right?

Yes. The Prevent appliance when used with an MTA (SMTP mail traffic) or a proxy (ICAP traffic) can be used to block the sending of data thru the network, regardless of the endpoint. DLP Endpoint can be used to block data loss straight from the managed device.
