IE3SH is a search bar or Browser Helper Object (BHO) that probably came from Facebook. They make money by controlling what sites show up in your searches. General feedback is negative, and removal may/may not be straightforward. One good place to start is with Microsoft's FixIt Center - there should be something available for Internet Explorer (in Vista) which goes through the browser add-ons and disables or removes third-party toolbars. The other (and probably) best place to start is with Microsoft Answers, where someone else had this same problem.

None of the 41 anti-virus programs at VirusTotal detected the file 8 days ago.
This all usually comes from the MyWebTatoo application on and
they then download a load more crap which the user is unaware of.
I think that explains enough about it.
