So just to be clear you DO see the login page? And the account you are trying to login with is USER: admin PASS: TDadmin* ? Do you receive an error?
Have you tried logging in with another browser? Or toggling compatibility mode in IE... sometimes the EMM console gets tempermental in IE.
I got a pop-up with this error "The user you attempted to login as is invalid"
As for the compatibility mode in IE, i've tried it with no success. As for the other browsers i'm going to test it.
UPDATE : Does not seems to work in any browsers
This happened to me once and I just reverted to a snapshot then added domain admin users to EMM then installed the new product key... Don't suppose you have a good snapshot to roll back to.
After investigation and with the help of McAfee support ( i salute them for this) i was able to resolve the issue.
How did you solve it?

Change locked out from True to False and restart IIS
