Are you sure it's a USB drive? This really only happens if it's a eSATA connection.
But the answer is no - Offline Install mode is only for installation. The client will never sync to the SDB again. You need to import the SDB into EEM, then get the machine to sync online to change the configuration.
Probably the OS treat it as drive not portable drive so that why it's encrypte the drive.
You can check the machine profile in EEm and change the setting only encrypt selected drive (local drive) then do force sync, the usb drive will be unencrypted.
Mirrorless, he said it was an offline install with no connectivity, so changing things in EEM won't help.

No simple way unfortunately. In v4 it was possible to sync to an sdb file, it caused so many customer problems though we pulled it in v5
Best to stick to supported mechanisms here I think, plus it's very odd indeed that a USB drive would be encrypted anyway. eSATA I can understand...
My only thought would be to wrap up the entire eem, put it on a stick, take it to the machine and edit sdmcfg.ini to add a file connection to it.
Then the machine would do a regular sync without the network being involved.
That stick would not want to get lost of course though.
