You are correct that 4.0.0.0011 is not compatible, according to this KB article https://kc.mcafee.com/corporate/index?page=content&id=KB66706, Agent 4.0 Patch 3 is required. According to the Patch 3 release notes https://kc.mcafee.com/resources/sites/MCAFEE/content/live/PRODUCT_DOCUMENTATION/ 22000/PD22117/en_US/MSA400P3WIN.pdf, that is version 126.96.36.1994. This article https://kc.mcafee.com/corporate/index?page=content&id=KB60468 lists what versions of VirusScan and HIPS are compatible with Windows 7.
However, it's hard to say whether the Agent incompatibility is causing the crash. I guess you could remove the agent from a test system and see if that solves the problem.
