I had the same problem today when I was updating my epo 461 to 462. The problem is that the installer was not able to stop the Application Server Service, and then It starts to rollback.
You must stop the service manual when the installer progress bar start to try to stop the services. You must killed the process Tomcat5.exe in order to stop the service. You need to be fast. After that the Installation continues the installation without problem.
If cribeiros solution works a cleaner way of doing it would be to set all ePO Windows services to manual start and reboot the server.
This would allow the installer to do it's bit and it will auto-start the services at the end.
Once complete double check and revert start-up settings to automatic and reboot the server if nessesary
I've had that issue many times, opened multiple SR. Sometime it will fail 10 times in a row then work. The only workaround is to kill the tomcat process as mentionned above.

So these are the two workaround, 1. kill tmcat5.exe or stop epo services before running update installer?
I'm not 100% sure you can have all your services off. I'm pretty sure if they are they get restarted. The way I was doing it was to wait until the "stopping services" message hung around for a few seconds and then just kill tomcat5.exe.
I stopped my All Three EPo services and changed their state to Manual but when I launched the installer and after SQL authentication page it POPs up a window that says "Your EPO services are stopped do you want to start them to continue installation" If I click no then it says "username and password for Global admin are not valid" and If I click Yes it continue with installation and at the end same error. hanged at Starting new services. So now I will try "kill tomcat.exe process.
