Hi jeremyc, this usually happens if the IIS service has started and listening on the same port as ePo server service (by default port 80).
This sometimes happens after a reboot so you should check if IIS is up and a website is listening on port 80
Those two services have a dependency for the 'McAfee ePolicy Orchestrator 4.6 Server' service to be running as well.
If that service is not running aswell then it's possible that another program is utilizing the ports the services require and therefore preventing them from starting.
Have you recently installed IIS or any other type of webserver?
