It's a startup manager from NTWind Software. You can uninstall it safely.
Click Start>Control Panel>Programs and Features, click on Hstart or Hidden Start then 'Uninstall'

I'd searched the net further and found that the Hidden Start is a software that comes along with the Dell Datasafe (yes i am using a Dell). I should contact them to see if any reported system conflicts existed.
(1) Regarding your reply, no such installed software from the Programs and Features list. I had checked it before and reconfirmed again.
(2) I had scanned the computer with the McAfee SecurityCenter but no threat found.
(3) Anyway, I think my system has been hacked.
I don't know the list of alternative testing tools. And I didn't check the task manager process list at that time.
Actually the popups appeared once only so far. After closed last time, they didn't appear again. But it doesn't ease my concern of being hacked. Btw, it's a new computer - 1 month only.
I have written to the OEM Manufacturer but lately they denied that HStart is their software. I don't think it's a direct answer to my enquiry.
Unless their backup application does not apply the HStart (and I hope then they would let me know any of the OEM pre-installed softwares would be applying the HStart), I think they should still be responsible for any conflict caused.
I think everyone should be responsible.

But at the moment, due to uncertainties, I have the difficulty to set things up for checks or to delete files that may cause troubles to other applications.
