There are several threads on this blank problem. Usually it is caused by non-standard Internet Explorer settings or a beta version of Internet Explorer being installed and never removed.
Whether or not it's your default browser please update it to the latest IE9 if possible and if you do have a beta version installed, uninstall it first. The SecurityCenter uses IE for display purposes.
If you already have IE9 final installed, go to Tools/Internet Options/Advanced and click Reset > Apply and OK it.
Close and reopen the browser and then go to Tools/Manage Add-Ons and re-enable any you need.

Yes we are dependant on IE. Toaster alerts, the UI, download manager, etc. are html based and are bound by the IE settings. So if you turn off pictures or disable all scripting for example, it may affect our products.
