I would have to see the source code of the <a href= > in the block page that is displayed.
That is, get a block page that has the link, view source and send me the snippet.
If you don't want to publically post it because of company info in there, sanitize the email adresses or send private message.
This one works:

This one does not:

Probably spaces in the body. you cannot have a space in a link.
Wrap it all into String.ReplaceAll(<message body string>, " ","+")
String.URLEncode(<message body string>)
It's definitely something with the quotes. I take them out and it works for me.

Actually, I tried the simplest thing first. I took the quotation marks out of my Rule name and that seems to be working great!
