Group of clisnts have the same policies. Some of them is able to see DLP agent icon and request agent bypass, some of them does not have it.
How I can invoke this menu manually?

I never see your scene on my side, so I cannot do a test.
I tried to kill fcag.exe process tree with adm right, but failed. As "Enter Release Code" window belongs to fcag.exe, I think you cannot call the tray icon manual.
Pls try call UdaterUI.exe which shows you the McAfee agent tray icon, maybe it can display DLP tray icon too.
There are known issues for older versions where the DLP agent icon shows up outside of the McAfee agent but still shows up in the system tray and still shows the notify user popup.
This sounds more like an option being disabled within the agent configuration where the tray icon is disabled or the popup is disabled. There should be 4 check boxes in the notification tab. If you are having the issue, A: make sure all are checked and B: make sure the agent configuration policy inheritance hasn't been broken in the system tree for that group.
