can you enable the central management debugging and then save changes? Now do a change and save changes again.
this will produce debig files, which are available under Troubleshooting > Log Files > Debug > message_tracing.
Could you submit such a file or look inside for obvious error messages?

i did an upgrade for the both devices to version 126.96.36.199 and made some changing on policies, then no problems happened yet.
so i'll test it for 3 days.
i'll give you a feedback soon.
