It just looks like the connection was refused, double check your port settings for each appliance under Configuration > Central Managment > Port Settings, make sure they have the IP of the respective appliance on port 12346. (i.e. 188.8.131.52:12346) Make sure it has the correct IP, otherwise it will not be able to listen properly for central managment communication.
