You can command Net start Mcshield.
The McShield service is already started. The On-Access Scanner is disabled however

@Hem: "From VSE console" != "from command line". Not to be rude, but did you read the entire question before posting your reply?
The service name is "McAfee McShield". If you boot with the on-access scanner disabled and look at the system services in My Computer => Manage, you will see that it is "Paused".
The proper way to resume a paused service from the command line is "net continue", so this command should work:
net continue "McAfee McShield"
You will have to run it from an administrator command line.
However: I have not had consistent success with this. Sometimes it will work, sometimes not.
I have not yet tried restarting the McAfee system services completely when this fails.
